Technical Approach

Having visited the project area as well as being familiar with the area, we hope to carry out the following:

 

REVIEW OF CONTRACT DOCUMENT (EXECUTIVE DOCUMENT

The team intends to review these documents to suit the area in question, and wherever there may be some technical error in relation to the scheme the team is bound to suggest an amendment.

 

STANDARDIZATION

This is the basic where all the teams are involved in the project execution, apart from making ourselves being acquainted with standard and specification contained in the contract documents, we also have the obligation of making sure that the construction items i.e. civil engineering material-mechanical including all kinds of pump (water lifting devices and chemical injector) and all mechanical installations ranging from different types of pipes to be installed and general sets most be in conformity with required capacity, standard and modernized to ensure maintenance after the project execution.

 

PROJECT EXECUTION

It is the duty of the consultant to ensure quality of the job and time control strategy through proper supervision. This is normally being achieved through adequate monitoring of the contractors’ activities on daily basis. Under this section, the cost per day of each activity carried-out by the contractor is being recorded and when these are adequately evaluated the job speed could be determined and required measures taken to ensure time control and quality monitoring.

 

TEST OF PLANT AND WORK

During manufacturing, the contractor or his supplier shall carryout all test on the plant, equipment and materials which are specified in the relevant standard specification and shall forward to the engineer duly certified copies of the test relevant standard specification.

 

COMMISSIONING AND SITE PERFORMACE: TRIALS AND TEST

After completing the project, the contractor shall commission the project, operate the system, carryout any adjustment or modification which he may deem necessary to achieve the best possible efficiencies consistent with safety and reliability.

 

The operation and maintenance manuals shall be complete before the commencement of  performance trials. During the trials, the employer’s staff are trained on all the operations, maintenance and safety aspect of the plant.

 

The above tests shall be carried out supervisions of the employer, the engineers and the contractor in accordance with tests on completion clause in the contract to ascertain whether the project is capable of properly performing the specified duties.

 

The contractor shall provide an accredited representative and expert or as otherwise indicated all measuring instruments and other apparatus, oils and consumables necessary for the performance trials, we well as portable radio transmitter for use in communication during the trials.

 

The takeover certificates will not be issued until all the completion tests have been performed and satisfactory results given to the engineer or until any result, modifications, repairs and re-testing are in the engineer’s opinion, satisfactorily completed.

 

After the site performance trials, the system will be operated under the supervision of the contractor’s representative. The contractor’s representative shall further instruct the employer’s operators in all the operations of the system, all final adjustment shall be completed during this period. A period of at least five days of running in will be expected.

 

DEFECTS LIABILITY PERIOD

After the issue of completion certificates, the defects liability period shall commence for a period of 6 months. The contractor’s liabilities during this period shall be as detailed in the contract data.

SUGGESTION ON THE TERMS OF REFERENCE:

It would be desirable for agencies presently involved in water supply projects; states water corporations and the federal ministry of water resources to agree on common selection criteria.

 

SCOPE OF WORK

Proper supervision of works will form an important aspect of the future investment program in the nations at large. The quality of construction- rehabilitation required of many existing installation needs to be improved in the future. Since majority of schemes are being contracted out to consulting and contracting firms, the quality and frequency of supervision at the construction stage should be strongly stressed.

 

LOGISTICS

AMANOR AND SONS LIMITED  , realized that logistics form an important aspect of project execution, and has engaged in massive acquisition of plants, equipment as well as proven personnel with high integrity and experience on the job who would be able to tackle any technical problem that might arise in the course of the job implementation process.

 

CHALLENGES

Rehabilitation forms a major part of the job; the major problem known to any technical fellow is rehabilitation works. This could be due to those systematically accumulated emanating from inadequate financing of the project and even non-existence of some equipment used during the project execution. These challenges could be overcome through the concession of the following:-

 

  • Provision of high quality technical personnel and longtime experience on the job.
  • Up to date quality equipment.
  • Provision of financial resources to be able to cope with project exigencies.
  • Client’s prompt response to the need of contractor when such attention is required.
  • Supervision of a separate maintenance training program for operatives will be needed.
 

MAINTENANCE AND TRAINING

The maintenance scheme is of vital importance to the success of the program. The impression we have is that all parties involved in the sector would like to continue to do their own maintenance concept. This will have to be resolved if the village maintenance, further adding to the confusion.

 

A training program to train village level operatives is essential in our opinion. From what we have observed, this is the weakest link in the rural water scheme. Again, the operatives for training should propose the operative and they could be requested to continue towards the training. The operations should be carried out by one body.

 

The training should be to the operatives, the operative does not normally possess the tools for routine maintenance. On completion of his training the operatives’ technician will be responsible for maintenance repairs, reverting to a central workshop facility for the more sophisticated repairs. 

 

The operatives could be annual or regular replenish stocks as well as providing small income for the technician who might serve the group within a radius of a few kilometers.

 

A local government could send their selected village trainees for training which would have a “hand-on” bias. To have any guarantee of success a number of centers would be needed at strategic locations in the state holding stock of spares, tools, etc., back up by a central workshop for needed re- stocking from time to time.
